Four Corners Emergency Management,
June 9th, 2010 Meeting Minutes

The Four Corners Emergency Management met at Granny Shaffers in Joplin, Mo. on Wednesday, June 9, 2010. the meeting was attended by 18 people. The meeting was called to order by Candy Adams.

The minutes from the previous meeting was read and motion by Jim Burton and seconded by Marshall Watson to accept. Motion carried.

Treasurer Gary Roark requested a change for the checking account for the group. Gary asked that the checking account be changed to Four Corners Emergency Management instead of the Newton County account. Gary also requested that the checks have two signatures on them and that three people have access to the account. Motion by John Cooper and seconded by Art Blick to change the account from Newton County to Four Corners Emergency Management, to add Keith Stammer and Carolyn Jackson to people that can write checks along with Gary Roark, and that at least two people must sign the checks. Motion carried.

Discussion on the need for the group to become a 501C3 agency. This will require a tax certification, a formal board and bylaws. Motion by Keith Stammer and seconded by Marshall Watson to allow Gary to look into this. Motion carried.

Gary also reported that the group has $1,310.59 in the account and that was after the 2010 conference down payment was made. Discussion on the Hospitality night for the conference was held. The need to cut back on the expenses may be needed. After some discussion, motion by John Gagliardo and Keith Stammer to give each attendee 2 tickets to be used at the bar and then they will have to pay for their own drinks. Motion carried.

John Gagliardo gave a summary on the Website. Several changes have taken place on the members only section. The contact list has been updated and a frequency list has been added. The cost for the upkeep on the site is $25.00/hr.

The 2010 conference was discussed. The conference will consist of an exercise, classes on communications, weather, "Special Needs and/or Functional Needs", CERT, Mutual Aid across state lines, and others to be listed later.

The NLE 2011 national training event will take place in May 2011 with a scenario of an earthquake in the New Madrid fault area. Several states will take part in it at different times. As a part of the build-up to the May 2011 exercise, the Four Corners EM Conference will be doing a New Madrid fault earthquake scenario. It was decided on four EEGs for the exercise: 1) Communications, 2) Critical Resource Logistics and Distribution, 3) Mass Care, and 4) Emergency Public Information and Warning.

Jim Burton reported on the EPA Region 6/7 Water/Waste Water Treatment Exercise that was held in Kimberling City, Mo. The exercise was a great learning experience for all that attended.

Next meeting to be held in Rogers, Ark on August 4, 2010 at 11:00 am. It was hoped that it would be held at Mimi's Cafe in the Pinnacle Hills Promenade shopping district located at 2203 Promenade Road. (Marshall will check on its availability)
